Through the efforts of Prof. Ram Gopal Yadav, the former Member of Parliament for the Sambhal Constituency, the Government Degree College was established, fulfilling the aspirations of the local population for higher education. With the donation of 2.597 hectares of land by himself and a family member, social activist Mr. Pravej Khan cleared the path for the construction of the college building, for which society will be grateful. At Shree Budhh Sen Saini Dharamshala, Hayatnagar, Sambhal, the college opened on July 22, 2005, with 155 students enrolled in the faculties of arts and commerce. After moving into its building in November 2006, the college was granted permanent university affiliation in 2008 for undergraduate studies and in 2017 for post-graduate studies. Beginning in 2014, P.G. courses were offered in the faculties of commerce and the arts (Hindi, Economics, Political Science, and Sociology).

The college was associated with Mahatama Jyotiba Phule Rohilkhand University, Bareilly. Now, a new university is established in Moradabd named as Guru Jambheshwar University. The college is now affiliated to Guru Jambheshwar University, Moradabad.

The college has well-equipped labs, a Wi-Fi-enabled library, and sports facilities for both indoor and outdoor activities. With the lowest tuition (as per government regulations), scholarships available, and highly skilled faculty, the college is a beacon of hope and offers students in the nearby rural areas a wealth of chances.
